No case or legal proceedings shall be instituted against any person as a witness for anything pending before the Commission. Such a thing will not be taken as evidence against him in any other case. However, if any matter submitted by a person before the Commission is not related to the question asked by the Commission, or if it is proved that the matter is knowingly false, this section shall not be considered as a hindrance to start a case or legal proceedings against him or to introduce that matter as evidence against him based on the prevailing Nepalese laws. p>
